Nassau. Tortuga. Port Royal. Île Sainte-Marie. For about thirty years, pirate bases operated as something close to free cities — outside imperial law, governed by their own articles. Nassau ran without any meaningful colonial authority from 1706 until 1718. They didn't last. Almost nothing free does. But while they stood, they were proof that another way was possible.
